This guide is designed as a living resource that will continue to develop over time. We welcome your feedback, suggestions, and recommendations for additional content, resources, or signposts that could help strengthen it.

1.1 What does this guide cover?
Academia in the UK can be difficult to navigate. Its structures, terminology, funding systems, and career pathways are often complex, and much of the knowledge needed to understand them is rarely brought together in a single place.
This guide explains how academia works in the United Kingdom. It aims to demystify the UK’s academic landscape by providing accessible, practical information on topics including how universities are organised and governed, how teaching and research are funded and assessed, the roles and career pathways available within academia, and what you need to know about working and living in the UK. The guide takes a no-assumed-knowledge approach and is designed for readers who are unfamiliar with the UK higher education system. If you have never worked or studied in a UK university, nothing in this guide will assume prior knowledge of how the sector operates. The guide covers all four UK nations. Education is a devolved matter, meaning policies, funding arrangements, and education systems can differ across England, Scotland, Wales, and Northern Ireland. Rather than treating one nation as the default, we have sought to reflect the diversity of the UK’s academic landscape and have drawn on expertise from contributors based across all four nations.

You do not need to read the guide from start to finish. Each section can be used independently, and the glossary explains key terms and acronyms you may encounter along the way.
We hope it will serve as a useful starting point whenever you have questions about UK academia.
1.2 Who is this guide for?
This guide is for anyone seeking to understand or navigate UK academia. It was originally developed by the UK Young Academy’s At-Risk Scholars and Professionals project team to support at-risk scholars as they establish their careers in the UK. At-risk scholars are individuals whose education, research, professional work, or careers are threatened or disrupted by conflict, persecution, displacement, or restrictions on academic freedom. Many at-risk scholars arrive in the UK with significant expertise and experience, but forced displacement and/or exile can interrupt professional networks, access to institutional knowledge, and familiarity with academic systems and processes. Developed with input from individuals with lived experience of displacement and relocation, this guide combines introductory guidance with signposting to specialist resources that can help readers build confidence and navigate an unfamiliar academic environment.

While originally developed with at-risk scholars in mind, the guide may also be useful to:
- Students and recent graduates considering an academic career,
- Researchers and academics who are new to the UK higher education system,
- Professional services and administrative staff working in higher education,
- Policymakers, charities, and public sector organisations working with researchers and universities,

1.3 Who wrote this guide?
This guide was developed by the UK Young Academy’s At-Risk Scholars and Professionals project team. Contributors and consultees include at-risk scholars who have themselves relocated to the UK and navigated many of the systems, processes, and challenges described throughout the guide.

2 The big picture: how does it all work and who’s who?

2.1 Working in UK academia
PhDs and doctoral study
A doctoral degree (e.g., PhD, EngD) is the primary entry point into an academic career in the UK. UK PhDs typically last three to four years and are research-focused. In some countries, PhD students are considered employees with full salaries and benefits, but in the UK, they are classified as students. This means they do not have employment rights such as pensions, national insurance contributions, paid leave, and formal contracts. They may receive a stipend, however, if their PhD is funded by a research funder or an organisation. Doctoral study is funded through UK Research and Innovation (UKRI) studentships or funding available through the relevant funding body in the four UK nations (England, Wales, Northern Ireland, and Scotland). PhDs can also be funded through university scholarships or external grants. Some students self-fund their research, which can create financial strain.

Postdoctoral careers
After completing a PhD, graduates can then apply for post-doctoral (postdoc) contracts with a research group or as part of an individual fellowship. These often consist of multiple short-term contracts before it is possible to secure a permanent role. Many early-career researchers experience uncertainty associated with short-term or fixed-term contracts.
It is important to plan beyond doctoral study, identifying funding opportunities and potential career pathways early when considering a PhD as a route into UK academia.

Academic careers are only one possible destination following doctoral study, and many researchers move successfully into industry, policy, government, charities, and other professional sectors.

Typical academic responsibilities
Academic roles involve a combination of:
- Teaching (lectures, seminars, course design),
- Research (data analysis, publications, funding applications),
- Supervision (mentoring undergraduate and postgraduate students),
- Administrative work (exam marking, committees, university governance).
Academic staff also engage in public engagement, conference presentations, and pastoral care for students.

Further and higher education
In the UK, education after secondary school is divided into further education and higher education.
Further education
- Further education is study that is not part of a university degree. It provides training to develop skills and technical qualifications needed for a career. But it can also include foundation learning courses designed to prepare students for higher education or employment.
- Examples of further education qualifications include A levels, Scottish Highers, the International Baccalaureate (IB), and vocational qualifications such as Business and Technology Education Council (BTEC) qualifications and National Vocational Qualifications (NVQs)
- Further education is usually offered by colleges, independent training providers, and some specialist institutions.

Higher education
- Higher education involves study towards a degree or certain diplomas. Undergraduate and postgraduate courses are offered by universities and other higher education institutions, such as art schools.
- Examples of higher education qualifications include bachelor’s degrees, master’s degrees, and doctoral degrees. These usually have a focus on academic and professional development.
The UK’s qualification framework offers the ability to progress between further education and higher education. Education is a devolved power: England, Wales, and Northern Ireland follow similar qualification levels, while Scotland operates under the Scottish Credit and Qualifications Framework (SCQF). A particular feature of Northern Ireland is its unique cross-border links with Ireland, which can influence qualification recognition and progression opportunities.

2.2 The university system: pre- and post-1992 institutions
Universities in the UK are often grouped. For example, the Russell Group is an association of 24 leading, research-intensive public universities in the UK.
UK Universities are also often grouped by when they were established – either pre-1992 or post-1992.
These groups relate to a piece of legislation known as the Further and Higher Education Act 1992. This granted full university status to a type of education institution known as polytechnics. The Act gave them the right to award degrees independently. The distinction between the two groups still affects research funding, teaching priorities, and institutional missions.
Pre-1992 universities
These universities include:
- Ancient universities, such as the University of Oxford, University of St Andrews, University of Cambridge, and University of Glasgow, which date back centuries.
- Red brick universities, established in the 19th and early 20th centuries, such as the University of Birmingham and University of Manchester.
- Plate glass universities, founded in the 1960s as higher education expanded, such as the University of Warwick and University of York.

These institutions tend to be research-intensive and attract significant research funding. They often receive the largest share of government funding through the Research Excellence Framework (REF), which is the UK’s system for assessing the quality of research.

Post-1992 universities
These universities include:
- Former polytechnics that in the past focused on vocational and technical education. They were mainly teaching-focused. Examples include Sheffield Hallam University (formerly Sheffield Polytechnic), Manchester Metropolitan University (formerly Manchester Polytechnic), and Liverpool John Moores University (formerly Liverpool Polytechnic).
- Former Central Institutions that formed in Scotland to provide higher education. Most were teaching-focused and provided similar courses to polytechnics while others were more specialised colleges of art or music. Examples include Edinburgh Napier University (formerly Napier Polytechnic) and Abertay University (formerly Dundee Institute of Technology).
- Colleges and institutes that were neither polytechnics nor Central Institutions. Examples include Falmouth University (formerly Falmouth College of Arts) and Bath Spa University (formerly Bath College of Higher Education).

Many of these post-1992 universities have expanded their research activities. But pre-1992 universities continue to receive a larger share of research funding and competitive grants.
Government analysis also shows that post-1992 universities offer higher education that is more accessible to a wider selection of people. But earnings for graduates from post-1992 universities are slightly lower than those from pre-1992 institutions.
Key differences in pre- and post-1992 universities

While these historical distinctions remain relevant, the sector is reshaping due to inter-institutional collaboration and changes in funding models.
2.3 University governance and decision-making in UK academia
UK universities are run in a way that balances strategic oversight, academic leadership, and operational management.
While institutions may vary, most universities have the structure outlined below.
1. Governing body – University Council, Board of Governors, or University Court

The University Council, Board of Governors, or University Court is the highest decision-making authority and the governing body for the institution.
- Responsibilities: approving strategic plans, ensuring financial sustainability, upholding legal compliance, and appointing senior leadership.
- Composition: typically includes external members (business leaders, policymakers, or alumni), senior academic and administrative staff, and student representatives.
2. Chancellor

The Chancellor is the ceremonial head of the university and is often a prominent public figure or distinguished graduate.
- Responsibilities: acting as an ambassador for the institution, presiding over graduation ceremonies, and supporting external engagement and fundraising activities.
- Note: the Chancellor does not usually have responsibility for the day-to-day running of the university. This role is carried out by the Vice-Chancellor (or Principal and Vice-Chancellor in some institutions).
3. Executive leadership – Principal/Vice-Chancellor and senior management

The Principal or Vice-Chancellor (VC) serves as the chief executive and academic leader.
- Responsibilities: overseeing institutional operations, external representation, and strategic planning.
- Supported by:
- Pro-Vice-Principal/ Pro-Vice-Chancellors (PVPs/PVCs) who are responsible for certain areas of the university’s work such as research, teaching, or expanding its international reach.
- Registrar or Chief Operating Officer (COO) who manages administrative services and compliance.
4. Academic governance – Senate or Academic Board

The Senate (or Academic Board) is the highest academic authority, overseeing academic policy, academic programme approval, and research strategy.
- Responsibilities: maintaining academic standards, managing degree regulations, and ensuring research quality.
- Composition: includes the Vice-Chancellor, Deans (see below for details on their role), Heads of Departments, elected academic staff, and student representatives.
5. Faculty and departmental leadership

Universities are divided into faculties, schools, or departments, each with its own governance structure. Some universities may use different terminology to describe this organisation.
- Faculty level: led by a Dean, with a Faculty Board managing teaching, research, and resource allocation.
- School level: led by a Head of School, these focus on a specific set of subjects but tend to be larger than departments. Not all universities organise themselves into schools.
- Department level: led by a Head of Department, supported by committees overseeing the curriculum, student affairs, and research activities.
Some universities also have additional levels of organisation within departments and across departments that group into Research Centres and Research Institutes.
- Research Centre: led by a Director, these bring together groups of researchers who focus on a significant common, flagship area of research.
- Research Institute: led by a Director, these are established to advance research in a particular field alongside a specific funder or multiple funders and universities.
6. Human Resources (HR) and research offices

Professional services teams support staff throughout their employment and research careers. These teams help staff navigate university processes, access funding, and meet institutional requirements.
- Human Resources (HR): manages recruitment, contracts, pay, workplace policies, staff wellbeing, and visa support where applicable.
- Research offices: support researchers with funding applications, research management, contracts, ethics, and research impact activities.
7. Student representation

Students influence decision-making through:
- Students’ Unions (SUs), which represent student interests.
- Student representatives sitting on key governance bodies such as the Council or Senate.
- National student organisations, such as the National Union of Students (NUS), engaging in sector-wide policy discussions.
8. External oversight and regulation

UK universities operate within a regulated higher education system, but education is a devolved issue, so England, Scotland, Wales, and Northern Ireland each have their own education systems.
Oversight can differ from nation to nation, but is overseen by bodies including:
- Office for Students (OfS): the regulator for higher education in England. Ensures quality, access, and financial regulation. Also runs the Teaching Excellence Framework (TEF), which assesses the quality of teaching at universities.
- Quality Assurance Agency (QAA): monitors academic standards.
- UK Research and Innovation (UKRI): regulates and funds research activities.
- Most universities are also charitable institutions and subject to regulation by the Charity Commission (England and Wales) and OSCR (Scotland).
- National funding councils:
- Research England oversees funding of higher education providers in England.
- Medr oversees the entire tertiary sector in Wales, combining funding, oversight, and strategic regulation.
- Scottish Funding Council (SFC) oversees funding of higher education in Scotland.
- The Department for the Economy (DfE NI) oversees funding of higher education in Northern Ireland.
This governance structure ensures that universities can operate independently while maintaining accountability, academic integrity, and student representation.

2.4 University rankings and league tables
Rankings and league tables highlight the competitive nature of UK academia. They also impact institutional strategy and reputation.
Universities are ranked in national and international league tables based on research quality, teaching standards, and student satisfaction.
Key ranking systems
- The Times and Sunday Times Good University Guide (UK-focused),
- The Guardian University Rankings (emphasises teaching quality and student satisfaction),
- The QS World University Rankings,
- Times Higher Education (THE) Rankings (global league tables based on research and reputation).
Rankings influence student recruitment, funding opportunities, and international partnerships, making them a key strategic focus for universities.
Academic freedom, autonomy, and institutional policies
- Autonomy in research and teaching: UK academics generally have freedom to choose their research topics and methodologies. But funding priorities and institutional research strategies influence which areas receive investment.
- Ethical oversight: research involving human subjects, animals, or sensitive data requires approval from university ethics committees.
- Impact of the Research Excellence Framework and Teaching Excellence Framework on academic autonomy: while UK academics have freedom in research, universities prioritise REF-aligned research outputs and teaching staff must align with TEF quality standards.

2.5 Industry engagement, interdisciplinary research, and collaboration networks

UK academia places increasing emphasis on:
- collaboration across disciplines,
- industry engagement,
- the impact research has on wider society and the economy.
This is to encourage academics to work beyond traditional departmental boundaries.
Interdisciplinary research and collaboration

- Many universities host cross-disciplinary research centres and institutes, bringing together researchers from different fields to address complex challenges such as climate change, artificial intelligence, and global health.
- Collaborative research funding is promoted through UK Research and Innovation (UKRI) and other grant providers. Priority is often given to multi-institution, interdisciplinary projects.
- International partnerships are key to UK academia, with universities collaborating on global research initiatives, including European Union (EU)-funded projects (Horizon Europe), UK–United States (US) collaborations, and Commonwealth research networks.
Industry engagement and knowledge exchange
- Knowledge Transfer Partnerships (KTPs) enable academics to apply research findings in industry settings, bridging gaps between academia and business.
- Commercialisation of research is encouraged through spin-out companies, patent applications, and consultancy work. Many universities have dedicated enterprise offices to support academics in developing commercial projects.
- Public engagement and policy impact are increasingly prioritised. Researchers contribute to government policy, public science communication, and media discussions to ensure that research benefits wider society.
2.6 Trade unions
Trade unions represent workers’ interests across various industries. They offer support on employment rights and workplace issues, negotiate staff working terms and conditions, and provide continuing professional development training. Joining a union can provide valuable assistance should you face any issues in the workplace. They also strengthen the collective bargaining power of staff.
The University and College Union (UCU) represents most research and teaching staff at UK universities, while technical staff may be represented by another union at your university (e.g. Unite, UNISON). Although not classed as employees, PhD students can join and be represented by a union in the UK (usually the UCU). Many universities may also have Students’ Unions that represent student interests and provide support, advice, and opportunities to get involved in the wider university community.

3 How does funding and regulation work in UK academia?

3.1 Education funding and regulation
The structure of academia in the UK can be complex, especially for those new to the system.
Higher education and research are shaped by multiple organisations, each with its own responsibilities. Understanding who does what is crucial for early-career researchers.
This section outlines the key institutions that influence academic life in the UK and their roles in shaping research, innovation, and education.
Devolution


The UK is composed of four nations: England, Wales, Scotland, and Northern Ireland.
The four nations have different degrees of autonomy, government structures, identities, and priorities. Their relationships with international organisations may also differ.
These differences are partly the result of devolution, through which powers are transferred from the UK Parliament to the governments of Scotland, Wales, and Northern Ireland in certain policy areas.
This leads to very diverse local contexts that affect universities and employers.
Examples of this include:
- In Wales, universities follow the Welsh Language Standards, a legal framework that requires that Welsh be used in a way that is no less favourable than English. Those wishing to work or study in a Welsh institution do not need to be able to speak Welsh, but a basic level of proficiency and a willingness to learn are desirable in a candidate.
- Northern Ireland has a unique relationship with the Republic of Ireland and the European Union that does not apply to other nations.
- In Scotland, eligible Scottish-domiciled students do not pay undergraduate tuition fees. Funding is provided by Student Awards Agency Scotland (SAAS).
Education is a devolved issue, so England, Scotland, Wales, and Northern Ireland each have their own education systems.

The devolved nations’ funding and regulatory structures

3.2 Research funding and support
Beyond education policy, the UK has a well-established system for funding and supporting research and innovation.
The Department for Business, Innovation, Science and Trade (BIST) sets the strategic direction, while UK Research and Innovation (UKRI) and its constituent research councils provide the majority of funding for researchers across disciplines through grants.
Learned societies also play a vital role in fostering academic communities, offering funding opportunities, and influencing policy.
Understanding these organisations is key to navigating research careers in the UK.
UK Research and Innovation (UKRI)
UK Research and Innovation (UKRI) is a non-departmental public body sponsored by the BIST. It is the main government umbrella body that distributes public funds.
UKRI was established in 2018 with the aim of increasing cross-disciplinary research. It is made up of seven research councils, alongside Innovate UK and Research England. Research funding through UKRI operates UK-wide. However, core funding for higher and further education institutions is devolved, meaning each nation manages this separately, as described above.
These research councils are among the main public funders of academic research in the UK.

9.8 Everyday life in the UK: childcare and education

Childcare
There is a range of options for childcare in the UK, but the most common are nursery schools and registered childminders.
You may be entitled to help with childcare costs or tax-free childcare. You can find out if this is the case by filling out the government childcare calculator.
- In England, children of working parents aged between nine months and four years old may be able to get free childcare.
- In Scotland, children from the age of two can access childcare in certain situations. From three years old, all children are eligible for 30 hours a week of free childcare during term time, regardless of their parents’ working status.
